FG implements N1000 for vehicle ownership verification fee

In a recent development, the Nigerian government has enacted a new regulation mandating vehicle owners to pay an annual fee of N1,000 for the verification of their Proof of Ownership Certificate (POC). Abdulhafiz Toriola, the Permanent Secretary of the Lagos Ministry of Transportation, made this announcement during a press conference held in Ikeja on June 27th.
The primary objective of this certificate is to ensure the credibility and reliability of all vehicles registered on the National Vehicle and Identification Scheme (NVIS) database, while also aiding in the prevention and recovery of stolen vehicles.
Toriola emphasised that this initiative aligns with the National Road Traffic Regulation 2012, specifically No. 101, Vol. 99, Section 73-(1), which makes it mandatory for all registered vehicles to possess a Proof of Ownership Certificate. Furthermore, Section 73-(1-6) highlights the necessity of a centralized nationwide database containing information about vehicles and drivers.
As part of the Federal Government’s latest efforts, the issuance of an annual Proof of Ownership Certificate for all registered vehicles has been introduced.
This official document will serve as confirmation of a vehicle’s legal ownership after successfully fulfilling all necessary requirements and procedures. It will contain vital information, including the vehicle’s registration details (such as license plate number, model, and year of manufacture) as well as the owner’s name and address.
Recognising the challenges faced in ensuring the safety and security of lives and property through nationwide issuance of the POC, the Joint Tax Board conducted an emergency meeting on May 9th, 2023. Consequently, it was unanimously decided to issue the proof of ownership certificate (PoC) to motorists on an annual basis across the country.
This decision was made following a comprehensive review of existing procedures, with the aim of enhancing safety measures and safeguarding the rights of vehicle owners.
