We need Penologists to design system of punishment for offenders in Nigeria

Penology is a branch of Criminology. But in Nigeria the field (Penology) is useless.
Why? because criminals from above or affluent background have the possibilities of getting zero or lesser punishment for their criminal acts in Nigeria. While, criminals from below or poor background have higher chances of getting severe punishment for the crimes they have committed in Nigeria.
To me, the policies and procedure of punishment for whoever commits crime in Nigeria should be left to Penologists to design it not legal practitioners. Because a person that steals goat should not be punished in an exact way with the person that squanders the public funds.
