Adamawa Government has developed quality assurance for 2025-2027 Medium Term Sector Strategy (MTSS)
for education, health and WASH sector in the state.
The state government achieved the feat with support from United States Agency International Development’s (USAID) State2State activity.
Ms Suzanne Myada, the Team Lead of the State2State activity in Adamawa, said during capacity building event
in Yola on Tuesday that the objectives of the strategy are to improve budget credibility and link policy planning and budgets.
“It will also improve sub-national government’s responsiveness to citizens’ needs/Civil Society Organisations (CSOs) engagement, as well as
increase government’s ability to respond to peoples’ priorities.”

She added that the strategy would help to improve budgetary allocation and out-turn in the three priority sectors.
According to her, the inability to link policy planning and budgeting is one of the factors contributing to poor
outcomes at the macro strategic and operational level in the country.
She, therefore, stressed the need to strengthen linkages during policy planning and implementation.
Myada urged participants of the capacity building to take ownership of the reforms brought by USAID for accountability, transparency and effectiveness in the state.
In his remarks, the Commissioner for Health, Dr Felix Tangwami, thanked USAID for the capacity building aimed at developing the state.
The commissioner, represented by the Permanent Secretary in the ministry, Mr Mathias Zirah, urged the participants to contribute their quota toward
achieving the objectives of the event.
A Consultant, Dr Abdullahi Belel, urged the participants to understand the concept of the capacity building “to effectively put acquired knowledge
to practice for operational accountability and transparency.”
According to Belel, the resource person, planning is key to success, and encouraged participants to understand that they will achieve set goals if they follow the MTSS.
