Retired Justice Adolphus Enebeli, the chairman of the Rivers State Independent Electoral Commission, declared that the Action Peoples Party (APP) has won both chairmanship and councillorship positions in 22 of the 23 local government areas across Rivers State.
PERISCOPE NIGERIA reports that the elected chairmen include former caretaker committee chairs, former commissioners, permanent secretary and others.
