Following the recent redeployment and posting of Resident Electoral Commissioners across the country by the Independent National Electoral Commission (INEC), Dr Sa’ad Umar Idris, has taken over the leadership of the Commission in Gombe State.

Dr. Sa’ad Umar Idris officially assumed duty on June 10, 2025, as the 11th Resident Electoral Commissioner of INEC Gombe State, taking over from Alhaji Umar Ibrahim.
Before his appointment and posting to Gombe State, Dr. Idris served as the Director-General of The Electoral Institute (TEI), the research and training arm of INEC.
Dr. Idris is an accomplished academic and Public Administrator. He holds a B.Sc. in Political Science from Ahmadu Bello University, Zaria (1989), where he graduated as the best student in his department, receiving the prestigious Henry Ijembi Award. He later earned an M.Sc. in Business Studies with a specialization in Human Resource Management from Salford University, Manchester, UK, in 1993, finishing among the top two in his class. In the same year, he also completed a Management Development Programme at the Further Education Staff College, Coombe Lodge, Bristol, UK.
In 2001, Dr. Idris was awarded a fellowship by the Chinese government to pursue doctoral studies in Economics. He earned his Ph.D. in Labour Economics from the renowned Renmin (People’s) University of China, Beijing, in July 2005. During his doctoral program, he was actively involved in research focused on training and development, his core area of interest. He also had the unique opportunity to collaborate with leading academics, in and outside China.
Dr. Idris is a member and fellow of several professional bodies, including the Nigerian Institute of Management (NIM), Chartered Institute of Personnel Management (CIPM), Institute of Industrialists and Corporate Administrators (FIICA), Institute of Corporate Administration (FICA), and the Chartered Institute of Loan and Risk Management of Nigeria (CILRMN), where he also serves as a Council Member and Ambassador of the Institute.
With over 30 years of experience in the Nigerian Public Service, Dr. Idris has devoted most of his career to training and capacity building. His expertise spans the development and implementation of strategic and innovative training solutions and programs, including the planning and logistics of large-scale international training and study tours.
He has held various leadership roles, including Special Assistant to the Executive Secretary of the National Board for Technical Education (NBTE), Head of Training and Staff Development at NBTE Kaduna, and Head of Training at the Infrastructure Concession Regulatory Commission (ICRC) in Abuja.
In 2015, he was appointed Director of Training at The Electoral Institute. He later served as Acting Director-General and was later appointed as the substantive Director-General in 2019. In this capacity, Dr. Idris coordinated the Institute’s electoral training and research activities, oversaw its publications—including the TEI Monograph Series, Nigeria Electoral Journal, and the TEI Public Lecture and Policy Dialogue Series—and supervised the Electoral Violence Mitigation and Advocacy Tool (EVMAT) initiative.
A prolific writer and speaker, Dr. Idris has authored numerous papers and articles on elections, electoral administration, and political development. He has also participated in various international conferences and symposia on strengthening Nigeria’s electoral process in and outside the country.
Dr. Idris is multilingual and speaks several languages, including Mandarin (Chinese).
