The General Officer Commanding (GOC) 6 Division, Nigerian Army, and Land Component Commander of the Joint Task Force, South-South, Operation DELTA SAFE, Major General Emmanuel Eric Emekah, has commended the remarkable infrastructural strides recorded at the Port Harcourt Barracks, describing them as a milestone achievement in soldiers’ welfare and living standards.

Major General Emekah gave the commendation on Tuesday, October 21, 2025, while commissioning a series of newly completed projects in the barracks, including the remodelling and renovation of a block of ten flats at the Corporal and Below Quarters (CBQ), and a newly remodelled, solar-powered Python Roundabout.
The GOC praised the Commanding Officer (CO) of 29 Battalion, Lieutenant Colonel Irinam Otogo, for his commitment to the vision of the Chief of Army Staff, Lieutenant General Olufemi Oluyede, whose “Soldiers-First” initiative, he said, continues to inspire improved living conditions for troops across formations.
> “I must commend the Commanding Officer for keying into the Chief of Army Staff’s Soldiers-First mantra. What we are witnessing today is a product of dedication and leadership — a complete remodelling and renovation of soldiers’ quarters for the comfort of our troops and their families,” Major General Emekah said.
He revealed that several projects had already been executed within the Division, with others still ongoing, as part of a deliberate effort to ensure all soldiers’ quarters are upgraded.
> “Under my watch, we have resolved to ensure the timely completion of all ongoing projects, especially those that directly improve the welfare of our soldiers,” he said. “The Nigerian Army has done its part; now, it is the responsibility of beneficiaries to maintain these facilities. To whom much is given, much is expected.”
On the newly remodelled Python Roundabout, Major General Emekah noted that the project was designed to improve aesthetics, safety, and visibility within the barracks.
Earlier in his remarks, Lieutenant Colonel Irinam Otogo explained that the decision to remodel the Python Roundabout and the CBQ block was in line with the GOC’s emphasis on environmental cleanliness, illumination, and infrastructural modernization across all formations and units under 6 Division.
> “The roundabout, as it was before, did not meet the Division’s current standards. We embarked on holistic remodelling to reflect the ideals of discipline, innovation, and professionalism,” Otogo said. “The new Python Roundabout features solar lighting, clear markings, and directional signs to enhance visibility even during poor weather or low-light conditions.”
He added that the renovated CBQ flats were aimed at boosting soldiers’ morale, comfort, and operational readiness.
> “Improving the living conditions of our troops translates directly to enhanced morale and efficiency. These projects represent the GOC’s quality leadership and our collective commitment to maintaining the Division’s standard of excellence,” Otogo noted.
The commissioning ceremony drew officers, soldiers, and families of 6 Division, who applauded the leadership for its continued investment in welfare-driven infrastructural projects across the barracks.
