…gives 30 days for submission of report

 

In an effort to consolidate on making Gombe one of the beautiful towns in the North-East of Nigeria and to ease problems of commuters, Governor Muhammadu Inuwa Yahaya, has gone a step further to centralise major parks at the recently completed Gombe Ultra-modern motor park near FCET, Gombe.

The centralisation of the parks is to ensure smooth transition and merger of all parks in order to promote socio-economic development of the State through creation of more job opportunities.

Inaugurating the task force on the behalf of the Governor, the Deputy Governor, Manassah Daniel Jatau, tasked the members on handling the assignment in a thorough manner.

” To God be the glory and gratitude for granting the grace and favour to attend this event which is yet another move towards the improvements of service delivery in the state. In good time however, let me convey the greetings and goodwill of His Excellency, Muhammadu Inuwa Yahaya and to convey his belief that you will handle this assignment in a thorough manner,” he said.

Speaking on the importance of the Committee and the task ahead of them he said ” As you are aware, the main objective of the Gombe State Government is primarily to promote the socio-economic development of the state so as to ensure the security and lives of our commuters plying our roads on daily basis and by doing so it will compete favourably with the modern Motor Parks in the country.”

Speaking further the governor added,  “The principal objectives of this Taskforce is to determine how to merge all our 3 Motor Parks in one place, i.e Dukku Motor Park, Bauchi Motor Park and Gombe Line Park and others that become necessary in due course.

” It is also expected to serve as a leading Motor Park in the North-East Zone if not the entire country; it will also promote industrial development in the state, by way of being a transit hub to other parts of the country, and the neighbouring countries of Cameroun, Niger, Chad, Central Africa, etc. In line with our administration’s determination to take the State to greater heights, Government has injected huge sum of money for the completion of this Motor park, known as “Mega Park” near FCE (T) Gombe Roundabout.

” It is our belief that it will generate and provide more jobs opportunities to our teaming youths in the State, while at the same time being a source of revenue generation for the state.”

He listed the members of the Committee to include, ” ACP Ibrahim Bappa (Rtd) (Chairman), the Chairman, Gombe State Urban Planning and Development Authority – Member Group Captain Peter Bilal (Rtd) – Member the Director Housing, Ministry of Housing & Urban Development – (Member) the Director, Min. of Local Government – (Member) the Director Works, Min. of Works and Transportation – (Member) the Director GOGIS – (Member) the Executive Chairman, Gombe Local Government Council – (Member) the Representative of Nigeria Police Force NPF – (Member) Representative of Department of Security Services DSS – (Member) the Representative of Nigeria Security and Civil Defence Corps (NSCDC ) – (Member The Representative of Federal Road Safety Corp( FRSC ) – (Member The Representative of NSES&V – (Member) The Branch Chairman NARTO – (Member The Branch Chairman, Road Transport Employers Association of Nigeria, (RTEAN) – (Member) The Branch Chairman, Nigeria Road Transport Workers ( NURTW ) – (Member) Barr. Muhammad Isah Usman, Ministry of Justice, (MOJ) – (Member) Mr. Ibrahim Yusuf 3000 Representative of CSG – (Member) The Managing Director, Gombe Revenue Optimisation Com. Ltd. – (Secretary).”

He read the terms of reference to the Committee requesting them to work hard and meet the deadline of thirty days for the submission of their report.

“The terms of reference of the Taskforce are:-To determine the vehicular capacity of the Gombe Ultra- modern Motor Park (“Mega Park”). To assess the three major Motor Parks in Gombe Metropolis – Bauchi Motor Park, Dukku Motor Park and Dadinkowa Motor Park (Metropolitan Motor Park) in terms of vehicular capacity and private business structures (food stalls, cafes, restaurants, restrooms, waiting areas, luggage storage, parking spaces, resting spaces, etc.To determine whether or not the facilities in the Mega Park are capable of accommodating the facilities of all the three Metropolitan Motor Parks but with priority given to Bauchi Motor Park and Dukku Motor Park.

” To obtain all relevant data on private property in the Metropolitan Motor Parks including their ownerships, how they were acquired, locations, sizes, conditions and any unique features for the purposes of valuation.To assess every legally acquired private property so as to determine the fair market value of the property, particularly private property within Bauchi Motor Park and its vicinity.To recommend compensation payable or any necessary actions based on the assessment findings, if applicable.To determine property holders whose businesses are relevant and compatible with motor park operations and to afford such holders right of first refusal in relocating to the Mega Park.To recommend measures to ensure smooth and organised transition of operations from current Motor Parks to Mega Park.To advise those to be affected of any legal requirements or regulation related to the relocation process.To make any other recommendations that may assist in equitable valuation of private property, so as to ensure successful and hitch-free relocation process.

“The Taskforce has thirty days to submit its report. The Taskforce may co-opt any person who, in its opinion, will add value to the mandate of the Taskforce and the Governor reserves the right to confer additional responsibility to the Taskforce,” Yahaya added.

He pointed out that, the Committee members’ appointments are based on professional competence, honesty and track of records, urging them to bring their wealth of experience and proven integrity to bear in the discharge of their duties, adding that ” the Task of building our State requires collective efforts, I therefore call on the members of the Transport Unions across Nigeria and their members in the State and indeed the entire people of Gombe State to give the Chairman and members of the Taskforce the desired support and cooperation to discharge their duties effectively. Please accept my commendation for being identified out of the over 3.5 million for this assignment that is complex and difficult because it involves change which involves more of the psychology of the people for them to accept change in their affairs. It is because of the task ahead of you that I am unable to congratulate you until the successful completion of the task ahead. Note that no General celebrates a war before it is fought. That could come after a successful winning of war,” he explained.

In his acceptance speech on behalf of the members, the Chairman of the Committee, ACP Ibrahim Bappa (retd.), appreciated the opportunity given them to serve the state in this capacity and assured of doing their best to justify the confidence reposed in them.
