Gombe State’s Contributory Healthcare Management Agency has again taken centre stage in Nigeria’s health sector transformation, as a delegation from the National Health Insurance Authority arrived on a study tour to understudy GoHealth’s revolutionary Vulnerability Assessment Tool—recognised as the most advanced digital targeting system for the poor and vulnerable in Nigeria.

The tool, developed in-house by GoHealth, leverages a sophisticated ICT framework and a digital social registry to validate and rank individuals using Nigeria’s poverty index. This ensures that health insurance enrollment under the Basic Health Care Provision Fund and the Vulnerable Group Fund targets those who need it most.
The NHIA team, led by Alhaji Godwin and Nasir Hassan, was received by Dr Gideon Maspara, the Operations Manager of GoHealth, on behalf of the Executive Secretary, Dr Abubakar Musa. In his welcome remarks, Dr Maspara described the visit as a “historic moment” that reinforces GoHealth’s role as a national model for evidence-based, ICT-driven healthcare systems.
The NHIA officials expressed deep admiration for the tool’s structure, scalability, and seamless integration with digital enrollment platforms. Alhaji Godwin described GoHealth’s system as “a bold, forward-thinking innovation that the country needs,” while Nasir Hassan added that “the clarity, objectivity, and real-time functionality of this tool put Gombe at the forefront of digital health transformation in Nigeria.”
This marks the third study visit by NHIA to Gombe, underscoring GoHealth’s growing influence as a model of innovation in social health protection. The current visit focused on understanding the architecture of the vulnerability assessment tool, observing its deployment in real-world scenarios, and conducting practical field-testing in selected households within Gombe metropolis. This gave the NHIA delegation first-hand experience of how the tool collects and processes data to identify the most vulnerable individuals in the population.
The discussions centered on how the tool’s structure and content can be modified to suit different regional contexts, including adapting its questions and ensuring system interoperability with state health insurance platforms.
The NHIA delegation confirmed that GoHealth’s tool will serve as the benchmark for a nationwide vulnerability assessment framework. Immediate next steps include adapting the tool to fit the national context, piloting it in either Nasarawa State or the FCT, and conducting capacity-building for NHIA staff to enable national rollout.
With this endorsement, GoHealth has further cemented its reputation as a trailblazer in digital health innovation. Its ability to harness technology for precise targeting of the poor and vulnerable is setting a new standard in Nigeria’s pursuit of Universal Health Coverage. As NHIA moves toward nationwide implementation, Gombe’s homegrown solution is poised to shape the future of equitable healthcare delivery across the country.
