The Federal Government has appointed Ambassador Ismail Yusuf Abba as the new Chairman of the National Hajj Commission of Nigeria (NAHCON), pending confirmation by the Senate. His appointment, announced on February 11, 2026, follows the resignation of Professor Abdullahi Saleh Usman on February 9, 2025.
With over three decades of service in Nigeria’s foreign service and public administration, Ambassador Yusuf brings to NAHCON a blend of diplomatic experience, policy expertise, and institutional memory—particularly in matters relating to Hajj operations.
A Career Diplomat with Deep Institutional Roots
Born on July 7, 1962, in Mubi, Adamawa State, Ambassador Yusuf graduated with an Honours degree in Political Science from Usman Danfodio University, Sokoto, in 1985. After completing the National Youth Service Corps (NYSC) programme in 1986, he joined the Nigerian Foreign Service in December of the same year.
Over a 35-year career, he rose through the ranks to become Director in 2013, later earning appointment as Ambassador Extraordinary and Plenipotentiary to the Republic of Türkiye in 2021. During his tenure in Ankara, he was credited with strengthening Nigeria–Türkiye relations, particularly in defence cooperation, security collaboration, trade, investment, and industrial partnerships.
His diplomatic postings also took him to Nigeria’s missions in Argentina, Italy, and China, while at the Ministry’s headquarters he served across key directorates including Analysis, Operations, Training, and Administration.
A Familiar Face in Hajj Administration
Beyond diplomacy, Ambassador Yusuf is no stranger to Hajj administration. Between 2002 and 2007, he anchored the secretariat of the Presidential Committee on Hajj (PCH), which was tasked with designing and implementing policies to ensure the smooth conduct of annual Hajj operations for Nigerian pilgrims.
The work of the PCH laid the foundation for the establishment of NAHCON in 2006. Ambassador Yusuf was closely involved in this transition and served as Schedule Secretary in the early years of the Commission.
In 2005, he was Secretary of a high-level Federal Government delegation to Malaysia and Indonesia to understudy their Hajj management systems—both widely regarded for efficiency and organisation. The delegation’s findings influenced key reforms in Nigeria’s Hajj structure, including groundwork for the Hajj Savings Scheme.
He also served as Secretary of two successive Federal Government delegations (Amirul Hajj) in 2012 and 2013, further cementing his hands-on experience in pilgrimage coordination.
Experience at the Presidency
From 2011 to 2013, following deployment to the Presidential Villa, Ambassador Yusuf served as Special Assistant on Presidential Matters in the Office of the Chief of Staff to the President. His responsibilities included analysing policy memos and assisting in managing presidential programmes—an experience that sharpened his administrative and coordination skills at the highest level of government.
Multilingual and Multidimensional
Ambassador Yusuf is proficient in Hausa, Yoruba, Igala, English, and Spanish—an asset in navigating Nigeria’s diverse socio-cultural landscape and engaging international partners.
The Task Ahead
His appointment comes at a critical time, as preparations for the forthcoming Hajj season are already at an advanced stage. NAHCON management has welcomed his appointment and called on staff and stakeholders to extend full cooperation to ensure seamless operations.
With his diplomatic background, direct involvement in the formative years of NAHCON, and prior experience in Hajj policy formulation, expectations are high that Ambassador Ismail Yusuf Abba will leverage his institutional knowledge and administrative depth to strengthen the Commission’s efficiency, transparency, and service delivery.
As Nigerian pilgrims look ahead to the next Hajj season, attention will now turn to how the new chairman translates experience into results at the helm of the country’s apex Hajj regulatory body.
