THE blood of Mene Ogidi—a young man whose only crime was a willingness to cooperate with the law—now stains the asphalt of Effurun and the conscience of a nation.
The cold-blooded execution of an unarmed, restrained suspect by ASP Usman Nuhu is not merely an isolated incident of police misconduct. It is the definitive symptom of an institution that has completed its slow, agonizing descent from a primitive gangster organization into a full-blown, state-sponsored butcher squad.
When an Assistant Superintendent of Police—a commissioned officer who should embody the pinnacle of discipline—can reload his weapon to deliver a finishing shot to the head of a begging, handcuffed youth, we are no longer talking about bad apples. We are talking about a poisoned orchard.
The Aesthetics of Anarchy: Tattoos, Mohawk Haircuts, and the Death of Discipline
The visual signals of this decay have been visible for years, ignored by a high command that has traded professionalism for performative toughness. Walk into any police formation today and you will see the hallmarks of a criminal enterprise rather than a civil force.
We see officers sporting out of this world mohawk haircuts, wearing visible tattoos that mimic the very cultists they claim to hunt, and dressing in a ragtag assortment of civilian and tactical gear that makes it impossible to distinguish the lawman from the outlaw.
This is not modern policing; this is the transmogrification of the force into a paramilitary gang. When the uniform—the sacred symbol of the state’s authority—is desecrated by such aesthetic anarchy, the moral barrier to pulling the trigger on an innocent citizen dissolves.
A man who dresses like a gangster and grooms himself like a warlord will, inevitably, act like a butcher.
The Effurun execution: A crime against jurisprudence
The facts are a direct assault on the Nigerian Constitution. Oghenemine was arrested, not convicted. He was restrained, not resisting. He offered a live lead to Sapele, a goldmine for any legitimate detective. By killing him, ASP Nuhu didn’t just end a life; he sabotaged the investigation.
This raises the most terrifying question of all: Who was the officer protecting? By silencing the courier, the police ensured the sender of the package remained in the shadows. When the police kill the lead, they become the primary suspects in a larger conspiracy of silence.
REFORMING THE RUINS: A Blueprint for a Civilized Force
To prevent future disasters of this magnitude and reposition the NPF to serve the interests of a civilized society, we must move beyond the cosmetic name changes of the past. The following four pillars of reform are non-negotiable.
First, is the “Zero-Impunity” Doctrine and External Oversight. The police cannot investigate themselves. We must establish an Independent Police Investigative Commission (IPIC), composed of retired judges, forensic experts, and civil society leaders.
This body must have the statutory power to prosecute officers like Nuhu directly, bypassing the internal “Orderly Room” trials that often serve as shields for the well-connected.
Second, the Radical Professionalism and Aesthetic Re-Standardization. The gangster look must end. The NPF must enforce a Strict Code of Appearance.
Any officer with visible tattoos, unconventional haircuts, or non-regulation gear must be immediately suspended.
Personal grooming is the first line of discipline. If an officer cannot respect his own uniform, he will never respect the life of the person standing before him.
Third, is the Psychological De-Escalation and Mandatory Body-Cams. Every officer in a tactical or patrol unit must undergo biannual Psychological Fitness Evaluations.
Furthermore, no officer should be permitted to carry a firearm without an active, synchronized Body-Worn Camera. In the Effurun case, it was a secret recording that exposed the truth; in a civilized society, that transparency must be a mandatory policy, not a lucky accident.
Finally, is the Direct Accountability for Command. The Doctrine of Command Responsibility must be enforced. When an ASP executes a suspect in broad daylight, the Divisional Police Officer (DPO) and the Area Commander must also face administrative sanctions.
Brutality thrives because the supervisors allow it. When the career of the DPO is tied to the trigger-finger of the ASP, the butcher squad mentality will die overnight.
The Nigeria Police Force must be educated and re-educated that Nigeria is not a killing field, and our youth are not game for the sport of men in black. The transfer of the Effurun team to Abuja must result in more than a parade; it must result in a public trial and the maximum sentence.
If the NPF refuses to purge its butchers, it will find that the citizens it meant to protect and serve will eventually rise to protect themselves from their protectors.
