USAID State2State concludes baseline assessment with Billiri LGA
The USAID State Accountability, Transparency and Effective State to State Activity with has rounded it baseline assessment of local government areas with visit to Billiri local government area.

The team received by the secretary of the local government Hajiya Hauwa Ibrahim, interacted with key staff of the local government area to include those in administration and governance, Financial management, primary health care, water and Sanitation,ward development community among others.

The secretary of the council Ibrahim, who welcomed the team and assured of corporation and support of staff to the success of the activity.
She appreciated the team and hoped for fruitful engagements.
Addressing the staff before the assessment, the state to state citizens engagement and capacity building specialist Mr Philip Ikita said the objective of the activity is to improve public financial management systems which included budget preparation and implementation in the local government area.

Other objective is to build capacity of staff to mitigate conflict, promote peace so as to create good atmosphere for dividends of democracy.
The state to state local governance Manager Hajiya Zariyatu Abubakar said the aim of baseline assessment is to know the strengths and weaknesses of the benefiting seven local government areas for technical and capacity support and other possible intervention.
Abubakar said, “Reason for the assessment was to get a baseline assessment to know what kind of intervention to bring to the local government.”
She said at the end there should be reforms where government use resources to better the lives of the citizens.
Abubakar appreciated the ministry for local government and chieftaincy affairs for piloting the assessment visits to the local government areas describing the assessment as successful.
“I appreciate the ministry of local government and chieftaincy affairs and the ALGON Chairman for mobilizing local government administration towards the successful conduct of the baseline assessment,” she added.
The LG Manager also lauded the state government for giving the state activity a level playing ground for it to conduct it programs saying the government now own the activity.
She said, “The state government has been very supportive it open the door to get into the government areas.
“We hope to achieve a lot of good reforms so that resources of government will be translated into services that are really what the people need.”
The team had earlier visited Gombe, Yamaltu Deba, Nafada, Akko, Balanga and Kwami local government areas for the baseline assessment.
