Who is the Wise? Prov. 22:3 refers to the wise as prudent. Those who are practically wise, and demonstrates it. They are sensitive. “I discovered something from a minister in the cause of the weekly meeting. Blind Mind is worst than blind eyes”.
Those who are practically wise are Observant.
They acquire knowledge and are proactive as they don’t want to be a problem for the society. They have knowledge that makes them have fear of the lord. As you can’t have divine leading without the fear of God. They use the knowledge they have judiciously. Jer.17: 11, Prov.22:14, 1Cor.3:17.
